The Commission is to publish a policy paper next year on using a more environmental system than just GDP to measure a country’s wealth and well-being.

The paper is expected to propose the use of indicators on air pollution in major cities, general air and water quality, and resource use. The Brussels-based NGO WWF says its own ‘ecological footprint indicator’ shows the EU currently consumes more than twice the amount of resources that its ecosystems can sustain.
