    The Commission has threatened legal action against Greece, Italy, Spain and Portugal for failing to put EU legislation on road charging into their national laws.

    The four states have until May to tell Brussels how it has put the EU directive on the charging of heavy goods vehicles into national legislation. This should have been done by last June.
