The campaign to ‘simplify’ some EU legislation was introduced by the enterprise commissioner Günter Verheugen, but was criticised by environmental groups who feared it was an attempt to reduce rules designed to protect the environment. He told a conference in Brussels last month: ‘In my opinion the purpose of “better regulation” is to deregulate EU environmental policy.’
