The European Commission is proposing to reform the EU emissions trading system (ETS) rules for aviation as part of its Fit for 55 plan.
Free allowances for airlines would be phased out by 2027 and the the number of allowances will be progressively reduced. But the scope of the ETS will be restricted to intra-EU flights, which fails to address the bulk of aviation emissions (60%).
