This paper presents the views of the environmental NGOs on the Commission’s draft proposal to include aviation in the EU Emissions Trading Scheme (EU ETS). It is clear that the EU ETS will not, by itself, curb the rapid growth in aviation emissions. However, in order to maximise the emission savings that do take place within the sector and to improve the environmental effectiveness of the EU ETS as a whole, NGOs are calling for improvements to the Directive.
