Trucking poses a major challenge for the environment and road safety. It is one of the sub-sectors of the transport industry with the fastest growing CO2 emissions and fuel use. Every year the EU imports around 500 million barrels (€60bn) of oil to fuel its lorry fleet, which makes the EU economy vulnerable to oil price fluctuations. At the same time 4,000 EU citizens die in truck accidents year after year. To tackle these problems, Europe needs to introduce truck CO2 standards and effective vehicle safety regulations without any delay.
The number of people dying on Europe’s roads nearly halved between 2000 and 2010. However, this spectacular progress has now grinded to a halt. In 2013, 4,000 people died on our roads. Since then until today fatality numbers have remained stable. For already several years the European Commission has promised to come up with a revision of the General Safety Regulation (GSR) which is completely outdated but so far nothing is on the table. Standards set in the GSR would apply to all new vehicles produced and sold in the EU. The GSR is therefore a key instrument to drive vehicle safety developments and accelerate market uptake of and investment in new lifesaving designs and technologies.
The Commission opened a public consultation on the “Eurovignette” Directive, which defines how Member States can charge heavy goods vehicles for the use of certain roads. The Directive will be reviewed in 2017. This is T&E’s response to the consultation.
A new study commissioned by T&E analyses how a test procedure for energy absorbing front underrun protection (FUP) for trucks can be developed. These devices could reduce the chance of being killed in a crash with heavy goods vehicles (HGVs).
The way trucks are designed and configured has a major impact on what truck drivers are able to see from their cab (direct vision). A new study by Loughborough Design School (LDS) has analysed the direct vision and blind spots of top selling trucks in all vehicle categories (long-haul, construction, urban). The study shows that there are large differences between best and worst-in-class performance.
This summer, the European Commission will present new targets for member states’ Effort Sharing Decision sectors for the period 2021 to 2030 and publish a communication on decarbonising transport. The ESD sets an overall EU climate target of -30% by 2030 below 2005 levels for sectors not included under the EU emissions trading system (non-ETS emissions) – mainly surface transport, buildings and agriculture. The ESD requires member states to limit their GHG emissions by meeting individual binding annual limits. This ‘recipe for Spain’ serves as a guideline on how to reduce emissions from transport and secure the climate target.

Road freight CO2 emissions are the fastest growing segment of land transport emissions, both at EU and at global level. By 2030 heavy-duty vehicle emissions will account for almost 40% of road transport emissions. The European Commission is currently preparing a “decarbonisation of road transport strategy” in which it will outline its truck CO2 plans. To contribute to this debate T&E commissioned a market study surveying 180 SME hauliers in France, Germany, Poland, the UK and Spain.
