Shipping Policy Officer – “Sustainable Fuels”

How do we transport goods more sustainably in Europe? How do we make ships cleaner and more efficient? And how do we raise the public interest for shipping emissions? Do you have an interest in policy with an understanding of EU policy-making and politics, a genuine passion for climate and energy issues, and a desire to learn about maritime transport? If you want to help answer these questions, and turn your ideas into reality, this may be the job for you. We are looking for a shipping officer to help accelerate the uptake of green hydrogen and hydrogen-based fuels in shipping.

The role focuses on decarbonising the shipping industry via European and national regulations. The work will focus on leading T&E’s e-fuel strategy for shipping in coordination with national NGO partners, and will involve advocacy to EU policy-makers to secure the implementation of the recently adopted EU regulations for shipping. You will join a team of eight highly motivated people, based in Brussels, Paris and London, and will work closely with T&E’s Energy, Trends & Analysis, Sustainable Finance and Aviation  teams. The role is based in Brussels, with occasional travel in Europe.

The role will involve:

  • Coordinating and managing T&E’s green e-fuel shipping campaign strategy, in particular supporting the campaigning work of T&E and NGO members and partners at national level (France, Spain, the UK, Denmark and others)
  • Contributing to T&E’s shipping strategy focusing on key regulations, including relevant delegated and implementing acts of the FuelEU Maritime Regulation, the Alternative Fuels Infrastructure Regulation;
  • Contributing to develop T&E’s sustainable shipping finance strategy, in coordination with T&E’s Sustainable Finance team
  • The policy officer will be expected to work independently within the shipping team but with close coordination with team members and colleagues from other T&E teams;
  • Lead the work on building formal and informal coalitions with key maritime industry players such as shipowners, cargo owner, ports and terminal operators, as well as fuel suppliers and leading technology providers;
  • Building and maintaining good contact with policy-makers, researchers and our network working in this field;
  • T&E’s advocacy strategy towards EU and national regulators, politicians and media;
  • Identifying, commissioning and delivering impactful research tailored to the needs of the EU policy campaign.

The successful candidate should meet the following criteria:

  • Two to three years of relevant experience in either the energy sector, maritime business, financial sector, EU or government advocacy. In exceptional cases we can consider the candidacy with shorter work experience;
  • Excellent coordination skills, with an ability to engage with, build and manage multi-stakeholder coalitions;
  • The ability and motivation to learn technical, economic and legal information, to independently develop new political, economic or legal arguments and evidence and use them to convince key stakeholders;
  • Good writing, communication and presentation skills;
  • The confidence to think and act with initiative, to engage and influence policy-makers of different stripes, industry representatives and other stakeholders at the highest level;
  • Project management skills including strong interpersonal and team-working skills, and a willingness to develop a network in the maritime and energy sectors;
  • Ability to deliver to tight deadlines; eager to learn, with a positive and optimistic attitude when faced with challenges;
