Aviation is a major source of emissions, increasing 21% within Europe in the last three years, and is projected to continue to grow. If Europe is to meet its climate targets action is needed and fiscal policy has a key role to play. To date all aviation fuel used in Europe has been tax exempt despite such taxation being permitted on European domestic flights and intra-EU since 2003, the latter subject to bilateral agreements.
In this letter, seen by T&E, six major global brands and transport companies tell EU lawmakers to set an ambitious sales benchmark for zero-emission trucks in the EU's heavy-duty vehicle CO2 regulation.
The biggest italian environmental NGOs have asked their MEPs to take action for a better delegated act by the Commission on High ILUC biofuels, in a co-signed letter sent yesterday.
The letter is signed by Legambiente, WWF Italy, Greenpeace Italy, Fondazione per lo Sviluppo Sostenibile, Cittadini per l'aria, Kyoto club and T&E Italy.
Current systems of car taxation have driven a transport system dominated by privately owned, large engined cars contributing to pollution, climate change, congestion and lost urban space. T&E analysis, supported by Commission’s own modelling, shows that all new cars have to be zero emission – largely electric – from early 2030s to be in line with the Paris climate goals, and their numbers, as well as kilometres driven, have to reduce to cut energy demand and make cities clean and liveable. To respond to these challenges a wholesale reform of vehicle taxation systems is urgently needed.
This paper has been prepared by T&E in response to the consultation from HM Treasury on the review into the impact of the Worldwide harmonised Light vehicles Test Procedure (WLTP) on vehicle excise duty and company car tax in the UK.
