Having left the EU, the UK now has the opportunity to implement policies that accelerate the shift to sustainable transport. T&E UK works to secure ambitious UK transport policies and ensure new progressive EU regulations are matched.

Having left the EU, the UK now has the opportunity to implement policies that accelerate the shift to sustainable transport faster than current EU rules and provide an exemplar for what is possible. T&E UK works to secure ambitious UK transport policies and become the California of Europe.

Recent T&E UK successes which the EU is yet to match include: advocating to end the sales to new cars and vans sales with engines by 2035 and trucks between 2035 and 2040. We also worked to secure inclusion of aviation and shipping emissions in carbon budgets. T&E UK also works to ensure new progressive EU regulations are matched by the UK.

The UK office is currently focused on 5 areas of work:

  1. Securing an effective delivery plan for the phase out of vehicles with engines including: an ambitious zero emissions vehicles sales mandate on manufacturers and world class charging network
  2. Establishing a long-term sustainable system of vehicle taxation and which both incentivises the shift to electric vehicles through the tax system; and, fairly prices all forms of motoring through the introduction of road pricing.
  3. Developing a plan for the rollout of electric trucks to replace diesel
  4. To end the use of fossil fuels in UK aviation and shipping by 2050; and in domestic uses by 2040. Putting aviation on a net-zero compatible pathway including increasing taxes and use of Sustainable Aviation Fuels
  5. A shift from the use of biofuels in vehicles to renewable fuels in aviation and shipping – particularly zero emission aircraft and e-kerosene; and electric, hydrogen and ammonia powered shipping.

Richard Hebditch

Richard joined T&E in September 2022 as UK Director. Before then he worked for a membership body for UK foundations. This included work on a funder commitment on climate change, to encourage foundations in the UK and Europe to focus more on climate change. He has also worked for transport organisations in the UK, including for T&E member the Campaign for Better Transport as Campaigns Director. He started with CBT just after the 2008 financial crash and led their campaigning in the early years of austerity in the UK to protect funding for public transport and to encourage better integration between transport and spatial planning. He also worked for six years at the UK’s National Trust, including work on Brexit and on future farming policy in the UK. He originally studied East European history for a Masters before working for an MP, in external affairs for various charities and NGOs and for the Cabinet Office. Outside work he loves to walk as much as possible and reading about London history.

Matt joined T&E in 2021 having worked on climate change policy for the past decade. Matt now leads T&E’s private jets, and UK aviation, tax and shared vehicles work. Prior to joining T&E, Matt worked on all aspects of decarbonisation of transport. This is Matt’s second career: previously he was a director of a consultancy company based in the City of London, managing up to 45 staff, looking after a budget of millions. He holds a master’s in International Politics and a degree in Business Studies. Outside of work, Matt will be engaged in some form of sporting activity - either playing or (unfortunately more often these days) watching.

Ralph joined T&E in March 2022 to lead on the national UK Electric Fleets program, as well as supporting T&E's UK electric vehicles work generally. Previously Ralph spent two and a half years working for Climate Group's EV100 initiative, working closely with some of the world's biggest companies to help them achieve fully electric fleets by 2030. There he supported and led on policy activities including on EU Vehicle CO2 Standards and the Zero Emission Vehicle Mandate in the UK. Ralph spent four years at the University of Sussex where he obtained undergraduate and postgraduate degrees in Law and Environment Law respectively. He now lives in south west London spending much of his time on walks, searching for London's best pubs and craft beer taprooms, playing tennis and cheering on Liverpool Football Club.

Morgan joined T&E in 2020. She has previously worked in offshore wind and wave energy and specialises in techno-economic analysis and modelling. As part of the UK office, she works on UK-specific research and analysis, developing tools to illustrate the adequacy of UK electric car charging and an aviation emissions model. She has an MSc in sustainable energy systems from the University of Edinburgh, where she studied science, engineering and the economics of decarbonisation. She likes travelling, preferably without flying, and outside of the office will be hiking when the weather allows, and baking when it doesn’t.

Jon joined T&E's shipping team in 2022, following a number of years in the United Kingdom Civil Service in a variety of policy roles relating to climate change and clean energy systems. He holds a degree in French with business management and a master's in environmental technology. Currently he leads T&E's work on sustainable shipping in the UK, including on maritime emissions trading and zero-emission fuels. A former schoolteacher, Jon is a passionate advocate for young people's environmental education. He loves the outdoors and is a keen runner and long-distance cyclist. He speaks English, French and a little German.

Alex joined T&E in May 2023 to lead on the UK national office's media and communications work. Previously Alex spent two years at the UK-based climate charity Possible delivering media coverage on a number of campaigns ranging from car free cities to aviation to onshore wind. Prior to that, he worked for a number of UK national heritage institutions. Alex spent four years at the University of York obtaining undergraduate and postgraduate degrees in literature and film. He's now in south east London and spends most of his free time reading, going to the cinema or art exhibitions, or going on adventures with his partner and his dog. He also loves pottery.
