• Drive Time Permits

An Irish academic has suggested that the way to solve congestion problems is to give drivers a set amount of driving time per year.

He also proposes a form of ‘driving time trading’, in which those who drive less or decide not to travel into congested areas could sell their unused time to motorists willing and able to buy them, thereby distributing income from rich to poor.
