An attempt at a ‘clean’ diesel comeback in Germany this month has been wrecked by claims that the country’s carmakers ran a cartel to bring down the cost of various components and technology – including on cutting emissions.
EU governments should answer MEPs’ call for a more robust climate law, green group Transport & Environment (T&E) has said despite the European Parliament’s vote today to weaken the environment committee's ambitious proposal for the Effort Sharing Regulation (ESR). The parliament backed a more ambitious starting point than the European Commission’s proposal, capped the so-called banking flexibility but kept the loophole on forestry credits so member states can avoid some emissions reductions.
Transport & Environment (T&E) welcomes European Commission’s proposal today on smart road tolls and its commitment to zero-emission mobility. The Commission also reaffirmed its commitment to set stricter CO2 standards for cars, vans and, for the first time, trucks. These are moves in the right direction, but the real test of the EU’s intentions will be the ambition of the CO2 standards and whether it proposes a zero-emission vehicle mandate, the sustainable transport group said.
More than one-and-a-half years after the dieselgate scandal erupted the number of dirty diesels poisoning the air Europeans breathe keeps growing. New T&E research shows that there are 35 million of these diesel cars and vans driving on Europe’s roads today, six million more than in 2015. These Euro 5 and 6 diesel cars and vans were sold in Europe between 2011 and 2016 and exceed the nitrogen oxides (NOx) limits by at least three times (1).
T&E are calling on the Commission to promote distance-based charging for passenger cars in the upcoming review of the Eurovignette Directive. This position paper and summary briefing paper detail how charging road users for every kilometre that they drive can be a means to promote smarter transport behaviour and, if implemented correctly, increase the uptake of cleaner vehicles.
It has been more than a year since the European Commission presented its type approval proposals (or TAFR) to reform the current system of vehicles testing following the Dieselgate scandal. Following extensive consideration by the European Parliament and Council of Ministers, the final negotiations to agree the changes are imminent. The Parliament voted its position on 4 April; the Council is expected to agree most technical details at a working group meeting on the 26 and 27 April and reach a final agreement at the Competitiveness Council on 29 May.
Only three European countries are pursuing climate policies that could deliver on the promises made at the Paris climate conference, according to a new ranking published by T&E and NGO Carbon Market Watch. Sweden, Germany and France top the ranking, which is based on the ambition being shown by member states as they negotiate the terms of the EU’s most powerful climate tool, the Effort Sharing Regulation (ESR).
MEPs continue to pave the way for the final vote in the European Parliament on establishing a EU agency to spot check cars on the road. After the environment committee’s vote in favour, the Dieselgate inquiry committee has now also backed a car surveillance agency. Meanwhile European Commission president Jean-Claude Juncker indicated his support for the establishment of a EU testing agency to avoid another Dieselgate scandal. However, obstacles remain as some member states are reluctant.
T&E has got hold of Italy’s Dieselgate emissions investigation. The report proves that the home carmaker got special treatment, e.g. Fiat’s cars were tested in carmakers’ own labs and some even “exempted” from undergoing more demanding tests. This shows what is going to happen if type approval rules are not tightened up and all enforcement continues to sit with national authorities.
