The average car sits unused for more than 90% of the time, carries on average just one and a half people and costs, on average, €6,500 a year to own and run. Each car occupies 150m2 of urban land and still this is not the full bill – congestion costs the EU economy €100 billion annually. The convenience that made the car a 20th century icon has been eroded by its popularity.
Sufficient accessible charging infrastructure is a key enabler for the accelerated uptake of electric cars. This briefing analyses the current and planned future roll-out of EV charging infrastructure in European Member States, based governments’ plans (National Policy Frameworks) submitted to the Commission as part of the implementation of the Alternative Fuels Infrastructure Directive.
This paper provides a number of recommendations for the implementation of the Alternative Fuel Infrastructure (AFI) Directive and more specifically for a innovation-oriented implementation of standards mandated by the AFI Directive, namely the deployment of normal- and high-power recharging infrastructure, intermodal electro-mobility synergies, as well as smart charging and payment solutions. If left unchecked, these issues could have negative consequences for the wider uptake of electro-mobility.
The Commission opened a public consultation on the “Eurovignette” Directive, which defines how Member States can charge heavy goods vehicles for the use of certain roads. The Directive will be reviewed in 2017. This is T&E’s response to the consultation.
In February 2016, the European Commission released a proposal to guarantee its gas supply security and is preparing another one to implement the EU’s 2030 climate targets for the transport, buildings and agriculture sectors. It is also developing a communication to decarbonise the road transport sector, to be announced this summer. To understand what role natural gas could have in achieving these objectives, T&E commissioned a study from Ricardo Energy & Environment to assess the impacts of large-scale use of natural gas in the transport sector.
