Trade deals should enforce environmental protections as much as commercial clauses – study

Any violations of environmental protections in EU trade agreements should be subject to the same state-to-state dispute settlement as violations of the commercial clauses, a new study by sustainable transport group Transport & Environment (T&E) has said. Currently there are practically no ways to enforce and tackle breaches of environmental and sustainability provisions in EU trade agreements, but earlier this month EU trade commissioner Cecilia Malmström announced that she wants to make sustainable development chapters of trade agreements more effective.

EU agrees €7bn budget for greener transport infrastructure

EU governments and MEPs have agreed to spend €7 billion of the bloc’s transport infrastructure budget on more sustainable projects like electric vehicle re-charging points and upgrades to rail signalling. The projects will need to be co-financed by member states, meaning public spending on green transport infrastructure will be much higher. Transport & Environment (T&E) said that, as EU member states deliberate on a draft strategy to fully decarbonise European transport by 2050, last night’s deal on the Connecting Europe Facility (CEF) makes that target more achievable.

Transport costs Europe €1 trillion in pollution and congestion – and citizens, not polluters, pay the price

European transport is costing society over €1 trillion a year through air pollution, carbon emissions, congestion, accidents and other ‘external costs’, a major new study by the European Commission has found. And citizens rather than transport users are paying most of these costs – in violation of the ‘polluter pays’ principle. Green transport group Transport & Environment said that governments can fix this by shifting taxes away from citizens’ incomes and instead taxing the sources of pollution and congestion.

Ministers want to ring fence €7bn of EU funding for clean transport

Transport and energy ministers today backed plans to spend €7 billion of the EU’s transport infrastructure budget on more sustainable projects like electric vehicle re-charging points and upgrades to rail signalling. Sustainable transport group Transport & Environment (T&E) welcomed the ministers’ earmarking of part of the Connecting Europe Facility (CEF) for the period 2021-2027.

EU Parliament and member states must defend funding for clean transport

MEPs of the industry and transport committees voted this morning to reject plans to  guarantee 40% of the EU’s transport infrastructure budget (some €12 billion) be spent on more sustainable projects like smart grids and charging stations. European NGO federation, Transport & Environment (T&E) is disappointed with this vote because it locks in considerable funds into fossil fuel powered transport. Thus T&E calls on all MEPs to reject this in December’s plenary vote.

Just one in 10 urban buses sold in Europe now fully electric – analysis

Fully electric buses only account for 9% of urban bus sales in Europe – despite being cost competitive with diesel buses when the costs of air pollution and noise are taken into account. That’s according to a new analysis of urban buses by T&E focusing on orders received by bus-makers and the total cost of ownership of different bus types.

Investors, utilities urge Juncker to spend EU budget on zero-emission mobility and renewables, not fossil fuels

A group of leading utilities, investors and NGOs have called on President Juncker to invest more money in zero-emission mobility and power generation when allocating the EU budget after 2020. Aviva Investors, 2 Degrees Investing, Eurelectric, Ocean Energy Europe, Mirova Investing, among others, demand future EU investment be focused on decarbonising the transport sector.

UK flights must follow EU environment rules to continue easy market access – report

UK flights must abide by EU environmental rules after Brexit if Britain wants to the retain its current level of access to the European aviation market. That’s according to a report by sustainable transport group Transport & Environment (T&E) which looked at how to ensure environmental protection in the aviation sector continues after the UK leaves the bloc. It recommends that EU rules on the aviation emissions trading system (ETS) and state aid should continue to apply to the UK. This would maintain a check on aviation emissions and prevent increased UK subsidies for airport infrastructure and airlines which would be distortive and detrimental to the environment.

Europe embarks on a journey to zero-emission transport

Transport & Environment (T&E) welcomes European Commission’s proposal today on smart road tolls and its commitment to zero-emission mobility. The Commission also reaffirmed its commitment to set stricter CO2 standards for cars, vans and, for the first time,  trucks. These are moves in the right direction, but the real test of the EU’s intentions will be the ambition of the CO2 standards and whether it proposes a zero-emission vehicle mandate, the sustainable transport group said.
