When Will Europe Act? How the aviation sector can reduce emissions through the EU ETS.

The aviation sector, both in Europe and internationally, is a top polluter that has not contributed to European climate objectives under the EU Emissions Trading System (EU ETS) to the same extent as other sectors. The European Commission recently published a proposal revising the sector’s participation in the EU ETS. The proposal followed the International Civil Aviation Organization’s (ICAO) decision to establish a global offsetting measure for aviation which will enter into force in 2021.

ICAO and IMO after Paris: did they deliver?

The Paris Agreement’s objectives cannot be achieved without action to address rapidly growing emissions from international aviation and shipping, however these emissions sit outside of national targets. At the conclusion of COP21, the two UN agencies which regulate these sectors (ICAO for aviation and IMO for shipping) promised big action in 2016. Did they deliver? The event will consider what progress, if any, was made this year, what impact it may have on these sectors and what needs to happen now.

Arrival status - Did ICAO deliver an effective aviation climate deal?

After 3 years of work, ICAO is due to agree a global climate deal for international aviation at its triennial assembly Sept 27 - Oct 7th. The outcome will be closely watched to see if the sector can take action to limit is considerable and growing climate impact.Transport & Environment and Carbon Market Watch, with the support of WWF European Policy Office and AEF, organise a post-assembly lunch event to consider the outcome of the assembly and its implications for European climate and aviation policy. International Aviation Emissions - its Flight-path to 2 Degrees

Aviation is responsible for almost 5% of all global warming and its emissions are predicted to grow by up to 300% in 2050. Such a growth rate would make the target of keeping the global temperature increase to under 1.5/2°C almost impossible to achieve. Further ambition is required, and cooperation between the UNFCCC and the International Civil Organisation is essential to achieving this.

CO2 standard for aircraft – another Greenwash?

ICAO, the UN aviation agency, is working on a CO2 efficiency standard for new aircraft. Aviation is the only transport mode without such a standard for new vehicles. In sector emission reductions are vital as ICAO predicts international aviation emissions, already substantial, will grow up to 300% by 2050.

On 3 July, the Commission released draft new guidelines on State aid to the aviation industry. Citizens have until 25 September to comment. T&E estimate that about €3bn a year goes to the aviation industry across the EU and the Airports Council International (ACI) have estimated that airports under-recover about €4bn in airport costs a year.
