Transport is Europe's biggest climate problem accounting for 27% of its GHG emissions in 2017. This report summarises a series of studies by Transport & Environment. (T&E analysed pathways for decarbonisation in the road freight, aviation, shipping and car sectors.) It demonstrates that transport can and must be decarbonised by 2050 at the very latest, not only to limit global warming but also to ensure Europe's competitiveness, its energy sovereignty and the health and well-being of its 500 million citizens.
Despite all the fanfare about electric trucks at the world’s largest truck fair (IAA) on Wednesday 19 September, the German and European truck lobby groups are urging lawmakers to weaken emission reduction targets so they can keep selling even dirtier diesel lorries for another decade and as few electric trucks as possible. Transport & Environment’s (T&E) analysis shows that new trucks in 2025 could be even less fuel efficient than those in 2019, if lawmakers follow the wishes of the German VDA and Europe’s ACEA.
European Commissioners are coming under unprecedented pressure to set ambitious truck CO2 emissions standards after a rare alliance of global brands, transport companies and hauliers associations last month demanded that CO2 cuts of 24% by 2025 be targeted. In a letter to Commission president Jean-Claude Juncker, Carrefour, IKEA, Unilever, Heineken, Nestlé, logistics giant Geodis, national transport associations and other big players said the target was necessary if the EU was to remain the leader in the fight against climate change.

T&E analysed the impact of the truck lobby’s (ACEA and VDA) proposal on transport and truck emissions in Germany and Europe, using the in-house model EUTRM. The analysis shows that if policy makers were to follow the advice of European truckmakers, new vehicles in 2025 could be even less fuel efficient than those sold in 2019, and truck emissions will continue to grow in Germany and the rest of Europe.
Road transport is one of the few EU sectors where CO2 emissions continue to grow. To address the problem, the Commission plans to publish its proposals on car and van CO2 standards in November, followed by fuel efficiency standards for trucks in early 2018. Using its new EUTRM model, Transport & Environment has analysed the emission reductions of different ambition levels and their contribution to help achieve the 2030 non-ETS targets required from road transport. Further decarbonisation of transport through a shift to alternative fuels and electro-mobility forms a major part of the European Commission’s strategy for an ‘energy union’, unveiled last week. With transport being responsible for more than 30% of EU energy consumption and a quarter of emissions, the Commission said legislation on ‘decarbonising the transport sector, including an action plan on alternative fuels’ would be put forward in 2017.
