The Board of sustainable transport group Transport & Environment (T&E) has today announced William Todts as its new Executive Director. He succeeds Jos Dings, who this week leaves the position after 13 years.
The EU’s Multiannual Financial Framework (MFF) determines how EU money is spent. The current €1 trillion budget runs from 2014 to 2020 with almost €100 billion earmarked for investment in the transport sector. The current MFF Regulation states that “the Commission should present a proposal for a new multiannual financial framework before 1 January 2018”. This budget would most likely start from 2021.
Transport is the largest source of EU emissions and accounts for around a quarter of EU GHG emissions. Meanwhile air pollution from road transport contributes to over 400.000 premature deaths per year, 26.000 people die in traffic annually and the EU economy loses €100 billion every year in congestion. A large portion of the EU’s budget is currently spent on expanding road infrastructure and building up fossil fuel infrastructure (e.g. LNG terminals). A future EU budget should invest tax payers money more carefully, and prioritize investment in infrastructure that reduces the environmental impact of transport and assists member states in reaching their climate goals. In this paper T&E outlines how part of the post-2020 budget should be allocated.
The average car sits unused for more than 90% of the time, carries on average just one and a half people and costs on average €6,500 a year to own and run. Each car occupies 150m2 of urban land and still this is not enough – congestion costs the EU economy €100 billion annually. The convenience that made the car a 20th century icon has been eroded by its popularity.
The German state of Schleswig-Holstein says it will pioneer a 6km stretch of electronic highway by the end of 2018. As part of its efforts to reduce the environmental impact of goods being transported by road, it says it will dedicate part of the A1 motorway between Reinfeld and Lübeck to be used by lorries powered by electricity via overhead cables.
It is with a heavy heart that I write this last editorial for the T&E Bulletin, having led this wonderful organisation since 2004. The obvious question to ask now is ‘Have we made a difference?’
A levy on nitrogen oxides (NOx) emissions with revenues earmarked to fund the uptake of NOx abatement measures is the most promising tool to reduce these ship emissions by up to 70%, a new study by environmental consultancy IVL and CE Delft reveals. The study, commissioned by Transport & Environment (T&E), identifies for the first time the policy options available at the EU level to regulate ship NOx emissions in the EU seas and compares them with the measures to be taken under the International Maritime Organisation (IMO). In addition to a NOx levy with a fund, the study identified two other EU-level policy tools: mandatory slow steaming of ships (with a levy and fund as an alternative compliance option) and a stand-alone levy on emitted NOx.
In March 2016, the states surrounding the Baltic Sea, North Sea and the English Channel agreed to apply for the designation of these seas as NOx Emission Control Areas (NECAs) under the International Maritime Organisation (IMO). An 80% reduction of NOx emissions reduction will be required from new ships only when sailing in NECAs. Other EU seas are not affected.
The NGVA claims that natural and biogas are the only viable routes to clean up road vehicles, especially trucks. Even if we would ignore the issue of methane leakage – and that is not a good idea – the potential for natural gas remains limited.
