Latest electric passenger car sales data from 2018 shows that the US has overtaken Europe in the numbers of electric vehicles (EV1) sold, by around 60,000 units. This is despite the EU being much more committed to climate action than the US where the Trump administration is dismantling.
This briefing summarises the results of a citizens survey undertaken by Ipsos Mori for Transport & Environment (T&E) examining attitudes towards low-carbon and electric cars across Europe. The survey was undertaken during the first two weeks of September 2018 in nine European countries: Belgium, France, Germany, Great Britain, Hungary, Italy, Poland, Spain, and Sweden.
Mobility is at a crossroads and in each of the key three revolutions, automation, sharing and electrification of cars, Europe is falling behind. China has secured seven times more investments in electric vehicle manufacturing than the EU has in the last year only. Based on public announcements, China has received over EUR 21.7 billion of investment to produce electric vehicles while the EU secured only EUR 3.2 billion, seven times less. Front runners the Volkswagen Group, Daimler AG and Nissan have provided the bulk of the investment in China, driven by the aggressive electric vehicle policy. This policy requires carmakers to obtain credits for the production of EVs that are equivalent to 10% of the overall passenger car market in 2019 and 12% in 2020.
The pressure of civil society forced the European Commission to rethink its approach on investor-state-dispute-settlement (ISDS), resulting in the reformed investment court system (ICS), and the current multilateral investment court (MIC). The forthcoming Commission proposal on CO2 standards for light duty vehicles needs to create a single European market for electro-mobility by setting a sales target for zero emission vehicles. With a Chinese EV quota coming in 2019, and the Californian scheme accelerating ZEV sales until 2025, policy makers now need to ensure Europe accelerates its transition to this key new technology to ensure its industry remains globally competitive and ZEVs are manufactured in the EU and not imported from China. Key elements of the ZEV Mandate should be:An ambition level for 2025 of 15-20% to ensure that the transport sectors’ climate targets are met. This is meeting car makers’ own announced average EV share for Europe in 2025 (20%).
The EU’s Multiannual Financial Framework (MFF) determines how EU money is spent. The current €1 trillion budget runs from 2014 to 2020 with almost €100 billion earmarked for investment in the transport sector. The current MFF Regulation states that “the Commission should present a proposal for a new multiannual financial framework before 1 January 2018”. This budget would most likely start from 2021.
Transport is the largest source of EU emissions and accounts for around a quarter of EU GHG emissions. Meanwhile air pollution from road transport contributes to over 400.000 premature deaths per year, 26.000 people die in traffic annually and the EU economy loses €100 billion every year in congestion. A large portion of the EU’s budget is currently spent on expanding road infrastructure and building up fossil fuel infrastructure (e.g. LNG terminals). A future EU budget should invest tax payers money more carefully, and prioritize investment in infrastructure that reduces the environmental impact of transport and assists member states in reaching their climate goals.
