News: Green groups sue Commission over withheld biofuels docs

On Monday 8 March 2010, a coalition of environmental groups filed a legal action against the European Commission over its refusal to release documents. The documents contain previously undisclosed information on the negative climate impacts of widespread biofuels use in the EU. The lawsuit, brought by ClientEarth, Transport & Environment, the European Environmental Bureau, and BirdLife International, alleges several violations of European laws designed to promote transparency, democracy, and legitimacy in EU policy-making.

Publications: T&E and others vs European Commission: legal filing on access to documents

At issue is the future regulation of biofuels in Europe. The Commission is withholding time sensitive and critical environmental information necessary for meaningful public participation in biofuel policy-making. In the process, it is setting a dangerous precedent that European Union (EU) institutions may delay the release of documents until after a policy decision has been made, striking at the heart of democracy. With this case, ClientEarth, Transport & Environment, European Environmental Bureau, and BirdLife International seek to uphold their rights to access Commission documents.

News: Leaked guidance rings alarm bells over sustainability of biofuels

Environmental organisations have reacted with alarm to draft guidance from the Commission aimed at clarifying sustainability rules for biofuels. NGOs fear the guidance, if brought into effect, would lead to more greenhouse gases as a result of biofuel production, not fewer.

News: Shifting ground under tar sands?

The Dutch oil company Shell says it is scaling down its expansion into oil from tar sands, amid signs that the environmental disadvantages of ‘unconventional’ oil sources are leading to fears that such oils could be economically unviable. While Shell says it has confidence in enough conventional sources of oil, soaring costs in the tar sands region of Alberta, where it has invested in an oil project, have made further investment there less attractive.

News: Commission withholding key research on environmental impacts of biofuels

The European Commission is refusing to release scientific research on EU biofuel policies, frustrating efforts to bring to light the environmental damage that would result from current biofuel policies. The research is likely to confirm the findings of numerous scientific studies that show several types of biofuels cause more emissions than conventional fossil fuels (1).

News: Aircraft energy efficiency has not improved in a decade

A new study on aviation says the pace of improvements in aircraft energy efficiency is very slow, and no progress has been made in the last decade. It calls for a carbon dioxide emissions standard for aircraft already in production.

News: Biodiesel tax exemption scrapped

Norway is planning to scrap a tax exemption for biodiesel, joining a growing number of countries taking the view that users of biofuels should pay for them instead of taxpayers.

News: Biofuels reports: separating the good from the bad and the ugly

The worst biofuels can emit 2000% more greenhouse gases than fossil fuels, while the best can genuinely cut down on emissions. Those are two conclusions of a new United Nations report, one of several papers published in the last month that reaffirm that only certain biofuels can be environmentally beneficial – and only then if produced in certain ways.

News: Oil likely to peak before 2030

A new study on existing supplies of conventional oil says it is likely to peak before 2030 and may well peak before 2020. The Global Oil Depletion Report published last month reviews more than 500 studies, analyses industry databases and compares global supply forecasts.

News: EU biofuel rules likely to cause more harm than good

There is a substantial risk that current EU biofuel policy will cause more harm than good, according to a new report published today by leading environmental and development organisations (1).
