Only a global pricing measure can keep aviation carbon-neutral, says scientist

A study by one of the world’s leading climate scientists says only a global market-based measure, such as a tradable price for CO2 emissions, will keep the growth of aviation carbon-neutral. The finding contradicts the line given by opponents of the EU’s plans for aviation emissions trading, and comes at a critical time in international efforts to tackle the climatic impacts of air transport. In a separate development, MEPs and Member States have sent a signal to international negotiators that the EU’s gesture to delay the enforcement of emissions trading is limited to one year, and time is running out.

European Environment Agency critical of shipping air pollution

The shipping sector has been described as ‘one of the most unregulated sources of air pollution’. In a report on shipping, the European Environment Agency (EEA) says emissions from the sector have ‘increased substantially’ over the last two decades. Nitrogen dioxide and particulate matter (PM2.5) levels have risen by as much as 35-55% between 1990 and 2010, and nitrogen oxide emissions could increase so much in the coming years that they could be equal to land-based sources by 2020.

Governments reluctant to fund recharging points

The initiative by the EU transport commissioner Siim Kallas to increase the number of recharging and refuelling points for vehicles that run on alternative fuels has run into problems, with several transport ministers refusing to commit to spending the necessary money.

The clock has stopped but time is running out for ICAO

The clock may have been stopped for a year, but time is still passing. ‘Stopping the clock’ was a big gesture from the EU. With the world saying it was the EU’s decision to include aviation in its Emissions Trading Scheme (ETS) that was preventing global action to tackle aircraft’s contribution to climate change, the EU said ‘OK, we’ll suspend our action for a year to create the chance for a global agreement.’ Yet so far, little progress has been made and the blame heaped on the EU’s ETS looks more and more like the empty excuse we always thought it was.

Airlines charging passengers for ‘costs’ they don’t have to pay

Airlines are making so-called ‘windfall profits’ of up to €1.3bn by charging passengers for permits to pollute which they are no longer obliged to hand over to European countries. That is the main conclusion of a study by the Dutch consultancy CE Delft carried out for T&E. T&E, in a statement, called for airlines not to retain these windfall profits - which would, they say, be a betrayal of passengers’ contributions to fight climate change. Instead, the campaign group called for any such profits to fund developing countries’ efforts to deal with the effects of climate change.

EU has no need for harmful biofuels

A report commissioned by four environmental organisations says Europe can effectively meet its current renewable energy target in transport without the need for harmful biofuels. With growing concerns that the current EU biofuel policy will increase greenhouse gas emissions, the report presents an alternative scenario that promotes the use of truly sustainable biofuels, maximises non-liquid sources of energy, and reduces overall energy consumption. T&E says the first step towards this clearly improved scenario must be to change current EU policy so it accounts for the full carbon footprint of biofuels.

60 g/km by 2025 is possible with existing technology

A report commissioned by T&E and Greenpeace suggests the EU can more than halve its existing carbon dioxide emissions from new cars with existing technology. The report, by the British consultancy Ricardo-AEA, says the right mixture of electric, hybrid and conventionally-fuelled cars will enable Europe to reach a target of 60 grams per kilometre from the average new car in 2025.

‘Scaremongering’ could lead to louder roads

Efforts to reduce traffic noise across Europe suffered a setback earlier this month when MEPs voted to weaken current noise limits for sports cars and lorries. The outcome of the vote hinders moves to bring EU vehicle noise levels into line with World Health Organisation (WHO) recommendations for safe limits. T&E says MEPs have put pressure by the automotive industry ahead of the health of citizens.

Action on charging points to help electric vehicles

The EU transport commissioner Siim Kallas has floated the idea of the EU legislating to oblige member states to provide more charging points for electric vehicles. The proposal came as part of a ‘Clean Power for Transport’ package launched last month that looks to encourage a greater take-up of alternative-fuel vehicles by the public. T&E said it was ‘a small but largely welcome step’ in the right direction.

Impact of black carbon underestimated

Black carbon, or soot particles from diesel engines, could be making a much larger contribution to climate change than previously believed, according to a study by over 30 internationally recognised climate scientists. The study, Bounding the role of black carbon in the climate system: a scientific assessment, says black carbon is second only to carbon dioxide as the most important warming gas, with a greater impact than methane. The study’s lead author said the Intergovernmental Panel on Climate Change, in its 2007 assessment, gave a value to the role of black carbon that was only half of what this new study suggests it is. The authors believe that if efforts to reduce black carbon emissions were maximised, it could mean up to half a degree less warming or two decades of delay in current predictions about global warming.
