    Work on the northern stretch of the M30 motorway around Madrid is being held up following an opinion from the European Court of Justice that says urban road schemes must be subjected to Environmental Impact Assessment.

    A Spanish court asked the ECJ to interpret EU law in the case, and the Court’s advocate general has said that road projects in urban areas are covered by the 1985 EIA directive. Work on the southern stretch of the M30 was completed over a year ago, but questions now remain about the timetable for the northern stretch.
