This letter to European Environment Ministers was sent as input to the discussion on Sustainable Mobility scheduled for the Council meeting on 14th October 2004. It was sent jointly by T&E and the European Environmental Bureau (EEB).

Responding to concerns from all sides about the content of the European Commission's revision to the Eurovignette Directive, T&E commissioned leading economist Dr Per Kågeson to write this alternative, together with a full explanation of the reasons for the proposed changes.
In July 2003 the European Commission adopted its long-awaited proposal on charging heavy goods vehicles to use Europe's principal roads, amending the so-called 'Eurovignette' directive. T&E believes the proposal has serious flaws which could prevent it doing the job it is supposed to do.
