The European Commission’s leaked draft proposal to continue supporting land-based biofuels until 2030 will increase greenhouse gas (GHG) emissions from European transport over the period 2021-2030 by an amount equivalent to the emissions from the Netherlands in 2014. These are extra emissions from using these biofuels instead of regular diesel and petrol.
Backtracking on its commitment to promote the electrification of transport and a phaseout of food-based biofuels, the European Commission today proposed to keep supporting planet-wrecking biofuels until 2030 and not stimulate the uptake of clean electricity in transport. Moreover, the Commission is setting a target for advanced fuels 15 years in advance, without appropriate sustainability criteria, as if it hasn’t learned a lesson from mistakes with first generation biofuels.
Carmakers’ plan to cut road transport emissions washes their hands of responsibility and ignores cost effective vehicle standards that will lower fuel bills for drivers, create jobs and lower oil imports. The need for vehicles CO2 targets is the key conclusion of a new study from the ICCT, the group which tipped off the US EPA about Volkswagen’s cheating last year. The study finds early introduction of standards for trucks and stringent new targets for cars and vans would alone result in CO2 savings of 17.4% on 2005 levels by 2030, making a sizable contribution to meeting EU targets to reduce emissions in non-ETS sectors.
In 2014, 45% of all the palm oil used in Europe ended up in the tanks of cars and trucks, data from EU vegetable oil industry association Fediol and obtained by green group Transport & Environment has revealed. This is equivalent to four Olympic-size swimming pools of palm oil every day.  It’s the first time that the sources of biodiesel in Europe have been made public.

The use of land-based biofuels as part of EU plans for the decarbonisation of transport will be restricted under a proposal endorsed by the European Parliament’s environment committee today. Transport & Environment cautiously welcomes the decision, which is expected to be approved by the full Parliament later this month, will limit at 7% the use of first-generation biofuels that can count toward the 10% renewable energy target in transport by 2020.
The United States and Canadian governments are using ongoing trade talks to push the European Union to allow devastating tar sands unfettered access to its market, according to a new report out today.
Energy ministers today finally agreed to change the EU’s biofuels policy. After more than a year of talks, the Energy Council says it wants to limit the amount of food-based biofuels to 7% of petrol and diesel sold. Without policy change, around 8.6% would likely come from such biofuels; the Commission proposed a stricter limit of 5%. The deal also further weakens the reporting of biofuels emissions resulting from indirect land-use change (ILUC).
The Environment Committee of the European Parliament today refused to allow the rapporteur of the biofuels draft law, MEP Corinne Lepage, to start negotiations with member states in a fast second-reading procedure. This procedural vote has important consequences because it means a decision on the future of biofuels in Europe is unlikely to be taken before 2015.
