During a discussion on Sustainable Road Transport at last week's Environment Council meeting in Luxembourg, Ministers appeared to offer broad support for cleaner vehicles. The Dutch Presidency was effectively 'testing the water' on the subject - the real debate will come when the Commission issues concrete proposals. T&E, along with the European Environment Bureau (EEB), issued a position paper before the meeting advocating stricter targets for the sector. The two organisations welcomed the broad support for such moves offered by several Ministers.

At last week's International Civil Aviation Organisation (ICAO) Assembly in Montreal, Europe fought for the right to tackle emissions from the growing aviation sector. In a briefing published today, T&E examine Europe's options now that ICAO has postponed a final decision on emissions charging until the next Assembly in 2007. The conclusion? Europe must get concrete legislation to tackle aviation emissions on the table within three years or see ICAO close the door permanently next time the Assembly meets. Further information This T&E paper published in September gave an overview of the situation before the Assembly began and recommendations for action. The revised appendix to ICAO's Resolution on market-based measures regarding aircraft engine emissions, published at the conclusion of the Assembly, can also be downloaded here.

Shifting freight from European roads to the sea could be a cure against congestion and the growing environmental impact of trans-European transports. But safety risks, operational pollution from ships and uncoordinated port investments endanger the potential benefits of short sea shipping. Sea Motorways pose the dual-risk of increasing negative impacts and concentrating them on these new routes.
In this response to the EU Consultation on Motorways of the Sea: Implementation through Article 12a TEN-T, European environmental NGOS joined in demanding that these new transport corridors be linked to environmental criteria.

The EU Parliament today adopted a Resolution strongly rejecting U.S.-led moves to prevent ICAO (International Civil Aviation Organisation) member states from controlling greenhouse gas emissions from aviation. The Resolution was passed with a large majority.
