The European Commissioners are due to discuss the communication ‘Reducing the climate change impact of aviation’ at their meeting in Strasbourg this Tuesday (27 September). The Communication is expected to propose the inclusion of CO2 emissions from European flights into the EU Emission Trading System (EU ETS).

Traffic speed is a key variable in transport policy. Speed plays a dominant role in a string of transport indicators such as mobility demand, fuel consumption and CO2 emissions, air pollution, noise, safety and congestion. This short paper takes reducing CO2 emissions as a primary angle. First, we will present a short review of the literature on the impacts of speed on CO2 emissions as well as a range of additional factors. China, China, China. It seems to be the golden rule that, within 10 minutes of any discussion about legislating on automotive standards, at least one reference to the situation in China is necessary. Whatever the topic, or whatever point is being made, a juicy story from the Far East helps. And the message is: automotive legislation in Europe makes no difference because of the situation in China.
