Publications: Bioenergy: a carbon accounting time bomb

The European Union established a 20% target for renewable energy use by 2020 and a 10% target for renewables in the transport sector by 2020. Bioenergy, including solid biomass and waste, is expected to represent 60% of the EU’s renewable energy use and biofuels is expected to cover most of the 10% renewable energy use in transport. Widely perceived as carbon neutral, new studies reveal that these policies could be increasing emissions compared to fossil fuels.

The average performance of light commercial vehicles has increased during the last decades. Due to this enhanced performance, the achieved levels of fuel consumption and CO2 emission reductions are smaller than the engine efficiency improvements realized in the same period. A possible way to realize this full potential is by modification of engine characteristics to historic power levels. With modern engine technology, performance levels of the previous decade can be met with more compact engines. This can result in a CO2 emissions reduction of 6% to 16%, based on the type approval test cycle. Additionally, these vans with more compact and more efficient engines can have economically interesting consequences for both purchase and operation costs. Besides smaller and therefore cheaper produced engines, vans consume less fuel and may be eligible for tax reductions. Cumulatively, these measures can lower total cost of ownership by 1%-12 %.

News: New EU biofuel sustainability rules ‘missing the point’ say green groups

The European Commission’s communication on biofuel sustainability (1), published today, will do precious little to address the impacts on land and emissions from crop-derived fuels used in transport, according to BirdLife International, ClientEarth, the European Environmental Bureau and Transport & Environment. The four environmental groups remain deeply concerned about the Commission’s failure to address the critical issue of expansion of agricultural land into environmentally sensitive areas when food production is displaced by fuel crops, a process known as indirect land use change (ILUC).
