Getting transport's prices right: Last chance wasted

Yesterday's transport Council meeting failed to reach agreement on the Eurovignette. This had been the last chance under the present Commission for progress on making transport pay for its full costs, after its failure to propose a framework directive on pricing it had promised in 2001. In July 2003 the European Commission adopted its long-awaited proposal o�n charging heavy goods vehicles to use Europe's principal roads, amending the so-called 'Eurovignette' directive. T&E believes the proposal has serious flaws which could prevent it doing the job it is supposed to do.

Revision of the Eurovignette Directive

On 23 July, the European Commission adopted a communication on the revision of the Eurovignette Directive. The new proposal, long awaited by NGOs and other stakeholders, is a disappointment. T&E has called for its rejection by the European Parliament and the Council. It confuses the concepts of pricing and financing, does not encourage sustainable transport and, overall, is insufficient and unambitious in scope.
